Growing up Grandma and Mom always had delicately cut paper snowflakes hanging from the ceiling in the family rooms. Some of the tricks that I learned from them about making snowflakes are to find the thinnest yet stiff paper possible. For them, it was typing paper that was "onion skin" thickness. This paper was thin and stiff and made beautiful snowflakes. Unfortunately no one makes typing paper anymore and so vellum is my next best that I have found. The other trick of the trade is to use cuticle scissors with a rounded tip. The rounded tip allows you to get into those tiny intricate spaces with out pulling out your hair.
